Scroll down to "The Advanced Forming Research Centre (AFRC)" click it and see Aubert & Duval..... who happens to be the exclusive European Provider of Pyrogenesis Titanium Powders.

That's what I think happened to the NDA. I'm guessing RR was looking for powders, signed an NDA with PYR, but still has A&D as a provider. A&D is a big supplier of specialty metals in Europe. So it's not a problem that PYR supplies RR with Ti powders through A&D.
