If a multi million dollar company with 25 years of patented proven technology behind them is offered a multi million dollar contract from a multi billion dollar company then multi million dollar company will be able to raise the necessary funds to complete. It may cost in terms of interest payments or even share dilution but it will be done. And if the multi billion company is worried it can write in a non-performance penalty clause.
