Medicine Hat is located on top of a large natural gas field. It has been drilled safely having very clean drinking water and they also have an aquifer. They have been supplying residents and businesses with natural gas since 1904. The result is the community has some of the lowest property taxes and utility bills around. The city has a "build green initiative for residential properties" and has embraced the following objectives as a "build smart strategy.......build communities that use less energy, reduce the use of automobile, consume less land and other natural resources, create a walkable environment, and provide a more vibrant place to live and work.
They do this safely producing gas since 1904 from with in the CITY!
As for fracking, Quebecers should only look to their friends in France. France produces oil and gas also and has an attractive fiscal regime in place to encourage working over existing old wells and exploring for new ones. Take a look at Vermillion Energy and talk to them. They have operated there for years as with many majors. Fracking has not affected the taste of their French wine either. Fracking is totally safe and was first used on thousands of vertical wells once production had dropped to a low uneconomic level. There is more risk from contamination from broken utility sewers or leaking gas station tanks than fracking natural gas wells that use steel casing,liners and concrete.
Nevertheless a fair fiscal and regulatory regime is required in Quebec to ensure the resource is extracted safely for the community, fairly to investors and incentives to producers, and with an economic benefit to the government. Quebec has B.C., Saskatchewan and Alberta to look at to help create a positive fiscal and regulatory environment.
