~50 ITS Job vacancies

Take a look at open job positions. There are ~50 between IRD and ETC.

The reviews of working at ETC are particularly troubling. 3.2 / 5.0 stars.

Here is some insight into the delivery problems from an employee. This might explain the inability to deliver projects on time and on budget. Will also be able to turn things around with so many job vacancies. Margins will be further squeezed to fill these roles or to pay customers non-performance payments. Difficult road ahead.
