You in fact may be quite correct - should RONA not encourage Lowes to reapproach, RON could be a $5 in the future.

I'm hoping however that Lowes sees it will benefit substantially from the acquisition and that that will ultimately make a second, more substantive offer.

Regarding Quebec government intervention, the threat of American "reciprocity" is what is likely to stop Marois from committing economic suicide. Saying "no" to LOWES will give the Obama Administration no choice but to STOP every Quebec business trying to buy a U.S. company for the foreseeable future. The cost to the Quebec economy would far exceed the importance of RONA as a (laughable) "strategic asset".  

But you, in fact, may be the wiser with your disposition yesterday. Market volatility makes this a very risky play.
