Short in Sherritt

Someone shorted about 4mm shares of S as per BBG.  Not sure who is stupid enough to short a stock at $0.70 with huge tailwinds in the fundamentals of Ni, Co and Fertilizer?  But a decent size short is just what we need to get this thing moving above $1.00 (at which level it is still stupid cheap).

How does one borrow an unmargineable stock? RBC website suggests one cannot get margin for a short sale below $2.50 per share.

Banks , hedge funds and other instituions can do alot more then you or me

There must be smaller independent brokers that will allow it. My online broker at TD and BMO won't allow a short sale below $1.00 no matter the margin. For the bucket shops the trouble is finding the securities to borrow. I've heard of offshore accounts hedge funds and hnw accounts use to do naked shorts and skirt the regulators in Canada.
