It controls over 546 federal unpatented mining claims and two Arizona state mineral leases which together comprise the Copperstone Project area. The federal claims cover approximately 10,920 acres. It also holds other investments and projects at various stages of development.

Looks to me that they have lender or lenders that will not accept a second position.
They have to get all "First Positions" to take a second position. 

Current lenders would have to subordinate their interests.  Ths is in progress.
