It's the shareholders who should care.
A member of management just bought 1500 shares at .10 a share. But a couple of days later got about 1.4 million options at .09 cents a share. So even though they did invest $150, they have the upside the same as if they had bought over 1.4 million shares, without risking a penny.
The best thing for this company is a change in management. The stockprice would triple within a month. But.... everyone is so loyal.
