Share Buyback?

Correct me please but in Canada I don't recall too many producers buying back shares in the past.
These companies are users of capital and go to a lot of trouble and effort to market themselves to investors (pension funds and mutual funds) who want to see liquidity and growth. Generaly institutional money managers are not too fond of financing a company only to see them buy back the shares when times are tough. Would they ever be sucessful marketing their story in the future when they need capital again?
