Is this a buy at $4.00?

Is this a buy at $4.00?That is what I am asking myself now.  It's 25 cents below a formal offer, and only 45 cents above an informal one with the likelihood of one or more higher offers yet to come - and probably soon, because SIR knows their chance of a complete buy-out will be gone if one shareholder owns 20%.

The trouble is I don't want to get over-exposed to one stock. What do people think?
