It also wholly owns the Fort Hills Project, which is located in Alberta's Athabasca region, approximately 90 kilometers north of Fort McMurray.

Simple fact, there is nothing to be gained from Trudeau pandering to Alberta, where people there hate him, regardless.

Same thing goes for Biden in regard to the states that KXL would pass through.

If those provinces/states were even remotely competitive in terms of potential votes, I'm sure the political calculus would be much different.

If you are a poltician whos main goal is to maximize poltical support to win elections, it makes little sense to piss of those who support you, to try to please those who will hate you, regardless. There is little to be gained from it.
