If Biden wants real help, maybe he could call Jason KenneyBiden struck out with OPEC+ without the iron fist the US has negotiated with in the past.

He struck out with the American E&P gang who he has bullied for political gain. 

Now he is taking his pants down for China, India, South Korea, and Japan among others in the hope that they will join the USA in drawing down their SPR's.   Just like the lottery advertisement "anything can happen", Biden might be able to swing cooperation via moral suasion, but he doesn't have many arrows in his quiver.  Everyone knows Biden is the conductor of his own drama.  Who is going to help Biden and why?  

Even if Biden is successful in coercing willing participants to work with him, the plan is not only myopic, it is just plain stupid.  The S in SPR stands for STRATEGIC.  Saving Biden's bacon hardly falls into the description of strategic for other countries. 

But, there is a call that Biden could make that could actually work.  If Biden reached out to Alberta, it could be a win-win for both parties.  A long term committment for 5 million barrels of oil at a mutually agreed upon price could get things moving in the right direction overnight.  A deal would have to be dressed up by having Alberta commit to deliver "clean" oil asap.  I imagine a few billion from the recent trillion dollar infrastructure agreement could get lost in the shuffle to help with a green commitment.

Green lighting KXL would create jobs and provide safe and reliable supply.  Guaranteed long term volumes and prices with adequate egress would provide Canadian banks with the security to open up their wallets to the boys in the sandbox.  

I know, this makes too much sense for politicians who only pretend to care about their constituents.  Biden would open up a huge can of whoopass for himself by doing the right thing, so I can't see it happening.
