From my own experience, divorcing retail from refining would be a disaster. The retail portion would have separate needs from the refineries and would make forward planning very difficult.The separation may work in the states where there are many players, but here in Canada there would be extensive manipulation especially as sharp operators from elsewhere move in to trade the enormous incongruities !!
