From my own experience, divorcing retail from refining would be a disaster. The retail portion would have separate needs from the refineries and would make forward planning very difficult.The separation may work in the states where there are many players, but here in Canada there would be extensive manipulation especially as sharp operators from elsewhere move in to trade the enormous ...more

No, I am sure there would be a long term supply agreement. I was actually quite intimate with the operation of these agreements. Over time however outside parties and even changes in circumstances will drive wedges into the functioning of these agreements. An oil traders paradise, how do you think grandpa Trudeau made his money ?

To better explain my thoughts, readers should be aware that the retail pricing mechanism for gasoline and diesel within Canada is only very loosely tied into the US markets which are more competitively set. The problem is that a middle market will develop where trading entities will exploit the timing issues either by delaying contractual liftings or over lifting .
