If quebec improved efficiency and fixes their over spending, it would then expose the massive surplus and that would open a can of worm of Canadians questioning whether quebec should continue to receive transfer payment from oher provinces.

Because if a manager or a department saved gov't money, that mean their next year budget will get cut by the amount saved. If they don't over spent, their saving will go to some other managers or department and they will have the luxury to waste it instead. Spending every penny of the budget and/or more ensure they would preserve the budget for next year, if lucky, maybe get little bit more.
take canada gold reserves. (i'm not debating about what is the right amount canada should have, or conservative or liberal is better). When gov't see some cash lying around, they will spend it to make their balance sheet look good. Let the next gov't worry about the lack of fund.
both conservative and liberal are guilty of seizing easy money to support spending, it just that liberal make sure all get spent to zero.
