in government finance, it is a cardinal sin to cut cost and/or improve efficiency. Because if a manager or a department saved gov't money, that mean their next year budget will get cut by the amount saved. If they don't over spent, their saving will go to some other managers or department and they will have the luxury to waste it instead.  Spending every penny of the budget and/or

Continued.. for quebec case, they are expert in blackmailing (threat of separation to get what more than other provinces). If quebec improved efficiency and fixes their over spending, it would then expose the massive surplus and that would open a can of worm of Canadians questioning whether quebec should continue to receive transfer payment from oher provinces.
