Quebec to shift from time-based to usage-based rates for EV fast chargers

Using more than 20 kW to charge a vehicle will cost between $0.31 and $0.52 per kilowatt-hour.

Saying it wants to follow an industry trend toward transparency, the Quebec government published draft regulations this week that would replace many time-based rates for electric vehicle fast-charging stations with rates based on the amount of energy used.

The changes affect usage above 10 kilowatts on 24kW chargers, and 20 kW or more on higher-power chargers.

Under current rates, using electric fast chargers costs between $6.55 and $192.20 an hour (plus taxes) depending on the type of charger, amount of power used and in some cases the amount of charge on the vehicle’s battery. The new proposed rates would continue to be hourly when using less than 20 kW (10 kW for 24 kW chargers), but a usage rate when using more power, between $0.31 and $0.52 per kilowatt-hour.

Most electric chargers on Hydro-Qubec’s Electric Circuit network are Level 2 (7.2 kW) and cost up to $3 per hour for charging. Those prices are not affected by this change.

The changes will take effect in 2024, after a 45-day public comment period.

that's why quebec hated oil/gas and alberta that compete with quebec's monopoly on hydropower production.
