doesn't matter for them, the scammed students see it as ticket to get into canada, and eventual citizenship of Canada.  The ticket price is still worth it for them, as they can apply to have their parents to come over. Divide that out, cost per person isn't that much.  It's cheap compared to ticket price for entering canada under investment immigration program,  $250,000-$1,000,000 to start.
