Yes, there are regular red tapes in both conservative and liberal gov'ts. All things equal, the liberal party passed Bill 48 (tanker moratorium on west coast ONLY. tanker on St Lawerence and east cost are A' OK), and Bill 69 which gave Impact Assessment Agency of Canada and the Canadian Energy Regulator as authorities responsible for assessments of the environmental, health, social and economic impacts of designated projects. IE, Under current liberal party, they've added extra layers of red tapes that bascially targeting western oil and gas development.
