don't think this is good news, this is bad news
You see, people that are leaving are those people who have options, IE they are either exited a harsh regime and saw what's canada becoming, very rich OR they have talent and skills to restart elsewhere.  Those new immigrants with lower skill set or poor or have health problem can benefit by staying around.  That's the future of canada under truedough, a mediocre country
