Management has done what they can to increase conflict by

giving away millions of shareholder dollars. Remember 2.5% top line is well over 5% bottom line.
Hopefully the lorado govener and Perez can steal enough of it to make them happy and keep the oil flowing while Manuel keeps his mouth shut and bends over.

The dollars have gained the support of everyone except militant group. The militant group is facing oppositon from the other community beneficaires. They do not have government support.
