My rationale for this is that by my reading, the peer review process is typically done over a 7-14 week timeline. 7 weeks would have been early August, while 14 weeks would be late sept.
Take this with a grain of salt as I am not an accedemic (maybe others could chime in), and I do not know when the paper was actually submitted.
