Spits.... thats a positive but sure sounds like there is quite a bit friction between parties.... the federal permit is the key.... didnt arizona go left in november.... joe ( not of the 3joe harem) has to appease the left now that its a swing state...... not a slam dunk..... council is saving some of snuffles powder..

Ah fishy, this is where we part ways again. The final fed permit still has a very high probability of coming to fruition. Want a number? 90+% probability the final fed permit comes through in a timely manner.
