DB,  what you are proposing might be  exactly one of the many reasons for the indecision on the government mandate of the vaccine program. A government cannot have double standards or perceived leniency to imports. By mandating the vaccine, Canada will be forced to levy fine or even deny import of unvaccinated beef from other countries. (Canada itself perceive any requirements on export as a sign of trade restriction. A good example is Canada's recent protest to the U.S. requirements of source origin tracing of beef products.) That will start a trade war. Canada would not want that, especially not against the U.S.

With this reason and the obvious economic objection from the cattlemen, I can see no probability of a government mandate for the vaccine program.

Even though the economic benefits of the vaccination program vs. cost of E. coli crisis is self-evident, the government does not work on the basis of prudent ecomics. All it cares about is whether the votes they cast will result in re-electing them to their seats. Until the people hold the MP liable for not promoting the vaccine program and the cost of human lives and economic loss, and vote to unseat these MP's, they are not going to take any proactive stance on the Vaccination program. Besides, I bet they are getting a lot more lobbying money from the Cattlemen Union than from Bioniche.

The only hope we have is the insurance forcing the issue on the beef producers. For that to happen, two things must be in force: 1. The vaccine is approved by the government. 2. There has to be a precedent legal penalty judgement on a liability case.

We have the approval in Canada. But so far there are only talks of lawsuits in Canada. There has not been any legal decision and penalty verdict. We need one of those cases to result in a heavy judgement on the liable beef producer. Once that happen, the insurance companies will require the producers to adopt the vacine program. That's my take for Econiche to have any chance to be commercialized.
