Pointed post, well done. Some of us forget the obvious, it was always an emergency back up plan(t). We've been given no reason to think that it hasn't progressed along just the same. That is, until possibly tomorrow when they just might, while trying to not mention the word, vaccine...or watersheds, or proprietors failure to control the discharge of hazardous pathogens.
