AMENDMENT PC 20-2 Second Public Hearing on Amendment to the Broward County Land Use Plan – City of Tamarac Application From Commercial Recreation to Low (5) Residential. Location Approximately 168.7 acres; generally located between Commercial Boulevard and Northwest 44 Street, and between Northwest 64 Avenue and Rock Island Road. Recommendations Planning Council Staff Transmittal Recommendation of January 14, 2020: Approval, recognizing the applicant’s voluntary commitments regarding affordable housing, restricting development to a maximum of 398 single-family dwelling units, dedication of open space and restriction of non-emergency vehicular ingress and egress access to and from Northwest 44 Street. In an effort to enhance the voluntary commitments, Planning Council staff further recommends that the Commercial Recreation acreage being reserved for community recreation and open space be amended to the Recreation and Open Space land use designation and that the Low (3) Residential designation be considered as an alternative to the proposed Low (5) Residential designation. Planning Council Transmittal Recommendation of January 23, 2020: Approval per Planning Council staff transmittal recommendation, including not requiring a second Planning Council public hearing. (See Section I of the amendment report for the detailed recommendation.) County Commission Transmittal Recommendation of October 20, 2020: Approval per Planning Council transmittal recommendation. State of Florida Review Agency Comments of November 25, 2020: Comments were issued by the Florida Department of Transportation. (Said comments were of regional significance and require a second Planning Council public hearing. See Section I of the amendment report for the detailed information.) 4 PH 4 (continued) Planning Council Staff Final Recommendation of February 16, 2021: Planning Council staff continues to recommend approval, recognizing the applicant’s various voluntary commitments and confirmations, including continuing to coordinate with the City to address the site plan specific traffic impacts. In addition, Planning Council staff continues to offer the alternative land use designations as detailed in the original recommendation above. In addition, if the amendment is adopted by the County Commission, this action by the Planning Council shall be considered the “conditional” recertification of the municipal land use plan.
