Mr. Simpson noted that the next steps toward comprehensive development taking place on either the ClubLink or NGR lands will be the preparation of development plans that are supported by studies or technical reviews required by the Town and/or District.
Planning Conclusion and finding of the Tribunal 
 
[39]      Mr. Simpson opined that the proposed modifications to the CPP By-law, to the extent that they are specific to the ClubLink and NGR properties, will bring it into conformity with the HOP and be in accordance with O. Reg 173/16. He further opined that approval of the proposed Modifications will conform to the DOP, be consistent with the PPS, and are otherwise appropriate and represent good planning.
 
[40]      The Tribunal accepts Mr. Simpson’s uncontroverted evidence and, for the same reasons outlined by him, , approves the modifications to the CPP By-law pursuant to the Order set out below.
