When you are looking at the FINRA site you are seeing what I am assuming is only the US short position that is in the OTC market. So ya the average daily volume is incredibly low. So there's your 3000 ish average.
So at that rate it would take the 556 days to cover the short.
On the TSX being the primary/legitimate listing the average volume is obviously significantly higher. So you can't really correlate. I am surprised there is that much of a float on the OTC in general let alone that many shares shorted.
I would wonder if that short number also includes Canadian shares traded on the TSX but the volume definitely does not.
