There has never been a strong business case for Canada to invest in the infrastructure required to send LNG to Europe via Quebec or ellswhere in Canada. Europe chose to buy off of Russia instead of Canada and where are they now?

I disagree completely. There were very strong business cases prepared to build LNG export facilities. Canada just never approved the facilities being built. The issue traces back to well before Trudeau. Had those facilities been built, Canada could be a world leader in LNG. But here we are, getting pennies on the dollar for our gas and we'll eventually achieve equality because everyone will be poor.
