RE:Hiring again?Well sometimes bloated organizations have poor HR people running their dept. 
We dont know if part of HR team were let go in Sept.
What I hope the reason for new HR team is track employee performance better so Hi Performance employees including sub level managers are rewarded and promote those that contribute to shareholder growth and continue to clean up the dead wood that contibute nothing.
Remember this company is full of engineers and they are so risk adverse (no offence) that managing people is harder for them than designing and implementing project plans.
Good HR team in my mind is critical to the excution of company strat.
