Folks need to do some homework on the fed transfer payments. Alberta can't with hold Federal taxes. Alberta pays high federal taxes because Alberta pays high average wages.
If you want to lower what Alberta pays to the feds you need to have lower wages in the province. In quebec this is done through socialism. The government taxes you and they pay for some of the services so you don't pay it directly.
