OPEC meeting tomorrow .. todays pop indicates the market likes what will come out of that meeting

I am not sure about that. I think the pop in price is WCP specific. Things are lining up nicely for WCP. Some of my other oil stocks seem to be weakening into the close. I think OPEC will loosen production. The market short term may react negatively to this. I think this is good news as it will help to get rid of excess OPEC capacity just prior to the ramp up in demand as the economy recovers

I agree, Fagerheim buying yesterday on the open market , dividend increase are two items investors like. It's been a long 2 years for me getting back to even. It was nice during that period to get paid while I waited, the drip over that period was a big help as well.
