Legalizing marijuana is totally doable imho by going with value added pot skus and pharma pot. Those offshore growers can still be a part of supplying pot, with a little legislation because they have free heat and light to grow satisfactory pot that has been good enough for Americans for decades.
All of those greenhouses they built in the States can be used for psylicibin and vegetables or growing specific splices that are valuable to get patent rights and control.
