The House of Representatives and the Senate are two different bodies of the US Federal Government.  The SAFER Banking ACT has already passed through the House of Representative therefore it is of little concern at this moment in time.

The ACT has also passed through a Senate Committee and is to be voted on next.  It could very well pass as is considering how many times it has already been revised.
