It could be performance as you're speculating but from all I heard Mr. Frasher was an excellent CEO. He could have provided assistance with renegotiating the labour contract as a token figurehead, as he does have a strong track record with negoiating labour agreements. In reality most of that work would be with existing operational managers, legal/finance representatives and union personnel.
Reality is he could have a family issue, illness, simply have a desire to retire, etc . etc. The nice thing is Dominic Gammiero (spelling?) has extensive experience leading the firm and is now back at the helm.
