Why only 19.9% you ask? Because over 20% forces Accounting to consolidate the target company on their Balance Sheet.
Actually, if I were Paul, I would strongly suggest that any potential suitor have at least a 5% stake before they even come knocking at the front door. You see, the owners have decent stakes, so if an outside entity wants to snag the crown jewel of Canada they need to pony up to the table.
