This grant can be seen as a form of "buy and try" to determine applications and environmental (cold, hot, wet, humid, arid, etc) flexibility for Canadian military purposes (note that there was a recent revelation about how poorly equipped/protected the overseas Canadian embassies are).
With reference to the PAT1 NR August 14, 2018:
[PAT1] advises that it has reached an agreement in principle with a major international Defence contractor pursuant to which Patriot One will, subject to certain governmental approvals, receive funding for the further development and integration of its PATSCAN CMR technology.
My opinion is that the major defence contractor is (a) American and (b) the certain government approvals relate to ITARS (International Traffic in Arms Regulations) and EAR (Export Administration Regulations), which ensure that defence related technology doesn't end up in the wrong hands.
Think Boeing, Raytheon, Lockheed, Northrop, General Dynamics, etc...
