We have always competed with them in the gulf. Even when they owned their own refinery and shipped their own crude to it. American refineries are mostly tuned to heavy oil so I am not seeing a big issue here. Mexico has basically abandoned the market since their Canterell field production collapsed and now they are refining their own crude. I think the problem must be local. Maybe traders messing with the bottlenecks at both ends of the pipe again.

I am guessing it also goes to show that the Gibson bitumen by rail project is going to be operating a very long time. Maybe another 50k per day expansion will be coming.
