I am no expert, but I am pretty sure they have some rule they most follow  and i guess they go as.

1- Insider wants to buy more share but they know the company is going to buy back share so they can't
2- Company annonce to the public the intention to buy back share

3- Insider buy share legally because they don't act on insider information any more.

4- Company buys back share.

my 2 cents.
