TII has announced buy-back since end of November but yet, no shares have been bought by the company. They had bought huge amount at 60 cents last few months but not this current price??? I heard that company cannot buy back shares if they have buy-out deal wihtin 30 days period or SEC will come to their door. Anybody confirms?

I am no expert, but I am pretty sure they have some rule they most follow  and i guess they go as. 1- Insider wants to buy more share but they know the company is going to buy back share so they can't 2- Company annonce to the public the intention to buy back share 3- Insider buy share legally because they don't act on insider information any more. 4- Company buys back share.  ...more

FWIW, I was told those shares went to one of Kaplan’s charities.  Also, apparently Stableview has less than 2m shares left to sell.

That’s not entirely clear. It looks like management was buying stock in the last few days of November and if the company started in December, they don’t have to file until January.
