The US Fed is already behind the times, IMHO they will indeed legalize simply do to "the majority rules" reality of politics. Besides this, it's an election year, they want to win votes.
I don't think anyone expects full legalization at a federal level for some time in the US, just rescheduling, wich unfortunately, won't help Tilray as they remain locked out of the MJ market in the US. They could have looked at a similar structure as CGC with a holding company in the US but that in itself would take some time to implement. I have not seen any news if he has that would enable them to enter the US market, but I guess you never know, but then again why would he keep that secret, I think the plan is to build a craft beer brand to eventually enable a transition at some point to include MJ beverages, completely different approach. A few years off at best at this point, as schedule 3 is likely.
