German proposed Rec Cannabis Roll Out Germany's slower roll out of Rec cannabis maybe a good thing for Tilray since Aphria has most of the on-going medical cannabis supply licenses.  Aphria has been supplying German medical for a few years and has German Built to medical spec grow facilities.

Germany's PROPOSED Two-Pillar Track
 
The federal government has proposed a two-pillar model for controlled recreational cannabis supply to adults, focusing on quality control, consumer health, and minimizing the black market.
 
The first pillar involves private and community, non-commercial home cultivation within strict legal frameworks.
(Canada also has this. Nothing burger. Make your own beer at home too.)
 
There will also be an unspecified number of pilot ‘scientific’ studies in various locations – on an opt-in basis – throughout the country. These will allow for the sale of cannabis through registered shops.
 
These are set to last five years and will be monitored to determine the impact of legal sales on consumption and the black market. The product will come from the commercial supply chain.

Germany has 16 states and over 2000 towns and cities. 
The "opt-in basis - throughout the country" would let Bavaria stay a beer haven and the rest of Germany join in "on an opt-in basis".

Aphria holds the majority of the on-going supply and distribution licenses in that existing supply chain.


Czech looks like they are going full Rec with legal sales from the beginning, similar to Canada. 2023 version
Again Tilray is already an approved medical cannabis supplier in Czech.
