And considering seeing how much you talk about the US cannabis market and the ongoing legalization story - you really should try to learn something about the process.
The article in no way indicated there was a 'battle' or debate as to who has final authority - some Congressman urged DEA to reschedule - the DEA simply said they'll make a decision based on their own due diligence. Period.
For Ventura to suggest there's more than that - and for momomocua to say the DEA is 'waiting for the Presidents okay' is bizarrely inaccurate and shows a lack of even basic knowledge of the US system.
Congress makes the law, not the DEA or the President - both of those enforce it. Rescheduling isn't changing a law. - legalizing cannabis would.
Neither the President or the DEA can legalize cannabis, which is one reason why quinlashes many statements about Biden's campaign promise to do so was always false.
The best a President COULD do is process an Exec Order, telling the DEA to no longer enforce the existing cannabis law - which in effect would legalize it.

Sounds more like government departments fighting over authority / power however I would be inclined to say that it would be a short-lived fight considering the DEA is just there to ENFORCE the law, not define it.
