That is what I took from the article also, I also took that the excise tax will be used to help fund the crackdown, so unlikely any cuts to the tax anytime soon. The positive is the LPs will eventually be able to raise their prices if the crackdown works. It will take time, but I see Ford pushing to keep the tax so from his perspectice at least it's a win win.
