Their keeping 34% of OT is the best part of the IA. Adding debt to an appreciating and developing asset that's already operational and cash flow positive is a great investment in/for the future of Mongolia. It's like doubling down on a good hand with other people's money. It's too bad that politics, greed, and corruption (the bozos you speak of) have delayed development by some 3 years already. Here in the USA we have our own selfdealing Donzo.
As for the bonds the risk is not default but the exchange rate which appears to have stabilized between 2400 to 2500 to the USD.
