Mining can begin at any moment when;

A: the politics are settled
B: the politics are settled
C: the politics are settled

The rich underground ore body is huge. There is nothing that prevents production from happening while the master plan for the entire body is perfected. The ore body does in fact continue on to the north where it has not been fully delineated.
