Why TSLA not selling China extra car to USA/Others

There is demandfor TSLA carsall over the world (USA/Germany/Others). Do notknow why extra china inventory not sold outside. USA import duty is only 2.5 %, shipping is very low (few thousand max). All extra inventory can beeasily shipped outside. Any thoughts ? 

I think Tom Zhu coming is a great news (doubled China capacity in 2months time(with same equipment. Hehas a team of 200 Design Engineers who do miracles.
