Why is the CFO buying in the open market?
He is buying at Our Price. I suppose he does not want to miss the next run, which could be more than a Run. The extra 100,000 shares could turn out to be a massive difference down the road; so, paying .10 to .11 cents may become the bargain of the year. This stock is cheap, a bargain at this price. The CFO made a smart move.
