Wow, I am surprised by these type of comments...   I understand that there was long delays waiting for the vessel a few years back, but this time around I have not seen any delays...   What is more important:  that vessel goes on the concession yesterday, or that the vessel goes on the concession when the Corporation has all the information  available to insure a successful
