Kazatoprom is dumb for selling uranium at such low prices in exchange for US dollars that can be created in seconds.  They could sell less at a higher price and make just as much money.

They're a state-owned enterprise in a former Soviet republic; maximizing profit may be less important than the lining of certain pockets through bribes from foreign buyers (e.g. China). Cameco has already lost some of its Inkai ownership to expropriation there. .
